Setting SharePoint Lookup Lists w/ jQuery (+/- 20 items)

I’m not exactly sure why SharePoint does this. The only common sense reason I can think of is to pass less data over the wire, but if this were the case why not just be consistent and do the same thing ALL the time????  I guess that would make too much sense.
